The headword phrase is identically glossed in Photius, Lexicon upsilon241 Theodoridis (and cf. the scholia to Homer, Iliad 4.499, 6.24, 16.180; Hesychius s.v. sko/tios and Etymologicum Gudianum and ps.-Zonaras s.v. no/qos). It must be quoted from somewhere, but -- pace Theodoridis -- surely not Plato, Republic 5.461B (u(po\ sko/tou meta\ deinh=s a)kratei/as gegonw/s), which is not an exact fit.
