Valckenaer attributed this passage to Aelian, rashly according to Bernhardy, who recognized an imitation (with commentary) of Aristophanes, Knights 864. There the sausage-seller, addressing Kleon (kappa 1731) says "your experience has been just like the hunters of eels: when the lake is still, they catch nothing, but if they stir the mud up and down, they take".
