The LSJ entry for kw/ph (web address 2) describes 'send out ... on eleven oars' as "a prov. of dub. origin, meaning 'to escort with all the honours'." Most of this is unexceptionable as far as it goes, though one could query 'prov[erbial]': only the scholiasts (and Eustathius) had anything to say about it, not the paroemiographers.
