Büttner-Wobst notes (520) that Schweighäuser thought that it concerned Scipio Africanus the Elder (Publius Cornelius Scipio Africanus, 236-183 BCE; cf. OCD(4) s.v. p.382). However, Büttner-Wobst also cites (ibid.), Nissen's suggestion (276) that the fragment refers to Scipio Africanus the Younger (Publius Cornelius Scipio Aemilianus Africanus, 185/4-129 BCE; cf. OCD(4) p.381). Büttner-Wobst further notes (520) that Polybius was indeed sufficiently familiar with Scipio the Younger (Polybius 36.8, web address 1) so as to justify the fragment's personal characterization.
