Ἐγχέλεις θηρώμενος: ἐπὶ τῶν διὰ κέρδος ἴδιον ταραχὰς ποιούντων. ὅταν γὰρ τὸ ὕδωρ καταστῇ, οὐδὲν λαμβάνουσιν: ὅτε δὲ ἄνω καὶ κάτω τὸ ὕδωρ ταράξουσιν, αἱροῦσι καὶ λαμβάνουσιν. οὕτω καὶ οὗτοι ταράττοντες τὴν πόλιν.
