The headword phrase, also in ps.-Zonaras, was not identified by Adler but is identifiable via the TLG as Procopius, History of the Wars of Justinian 4.13.30 (web address 1). See on this Theodoridis' Photius edition, vol.II p.XCIII. The middle voice of dwre/w is usually transitive -- present someone with something -- and indeed in this passage of Procopius the participle has an object in the accusative. The glossing verb dwrodoke/w is applied to involvement in bribery, whether as giver or receiver. So it is not obvious how the verbs should be translated here.
