The headword is feminine nominative plural of this middle/passive participle (as too, necessarily, is the gloss), so the governing noun is likely to be "cities", "territories", etc. Theodoridis on Photius s.v. notes similar glossing in the scholia to Gregory of Nazianus, Orations 22.2, where the phrase patri/des a)nista/menai occurs, and he reasonably suggests that passage as the source.
