[1] The headword is third person singular, present indicative active, of sobe/w (cf. sigma 762). Identically or similarly glossed in other lexica, and in a scholion on Lucian (42.22 Rabe). It must be quoted from somewhere; perhaps Demosthenes 21.158, which generated scholiastic comment (though not precisely these glosses).
[2] Greek Anthology 5.251.3 (Irenaeus Referendarius), inaccurately quoted: kai\ polu\ kixli/zousa sobei=s eu)bo/struxon ai)/glhn. The translation here follows the original, as the Suda's version is untranslatable.
