[1] Polybius fr. 189 Büttner-Wobst. Büttner-Wobst notes (539) that Schweighäuser attributed this fragment to Polybius. This probably describes a moment in battle, and there is a superficial resemblance to Polybius 18.53.3 (web address 1), but the fragment remains unplaced.
[2] Quoted approximately from Polybius 3.94.10 (web address 2); cf. omicron 199. This passage pertains to events during the Second Punic War (218-201). It highlights the refusal of magister equitum Marcus Minucius Rufus (consul 221, d. 216; OCD(4) s.v. Minucius Rufus (1)) to pursue the war of attrition against Hannibal (OCD(4) s.v. and alpha 2452) recommended by dictator Quintus Fabius Maximus Verrucosus, Cunctator ["the Delayer"], (consul 233, d. 203; OCD(4) s.v.).
