The headword and the initial gloss are aorist passive participles in the masculine (and neuter) genitive plural. This form of the headword appears (in a genitive absolute construction) in the first quotation; the aorist passive infinitive appears (as an articular infinitive) in the second.
[1] Paraphrase from a passage quoted at much greater length at epsilon 2405; attributed to Aelian (fr. 39 Hercher, 42a Domingo-Forasté). "Epicuruses" (*)epikou/rwn) is not in the original quotation, and is probably a mistake for "Epicureans" (*)epikourei/wn), unless the paraphraser was under the impression that the passage referred not to the banishment of Epicureans but of "allies" (e)pi/kouroi).
