"One would like to know much more about the terms and effects of this measure, and not least who was supposed to be protected by it" (E.W. Compare ps.-Xenophon, Athenaion Politeia (the "Old Oligarch") 2.18: 'they do not allow comic attacks and abuse directed against the People;' but this sounds more general.
