The headword phrase (not identified by Adler, but identifiable via the TLG) occurs in Fragments on Psalms 1-150 attributed to Origen, and in Basil of Caesarea, Homilies on the Six Days. In both instances, the commentator is praising the order of words in the Biblical text.
