[Note] that the Romans' city, with no experience of sending out armies abroad,[1] conducted a census of its citizen-body and discovered their numbers to be not far short of three hundred thousand -- and this when it was worn down by continuous wars and had not yet benefited from a long and secure peace.

Ῥωμαίων πόλις: ὅτι ἡ Ῥωμαίων πόλις ἀπείρατος ὑπερορίων ἐκστρατειῶν τυγχάνουσα, ἐξέτασιν τοῦ πλήθους ποιησαμένη κατέμαθε τὸν ἀριθμὸν τῶν πολιτῶν οὐ πολὺ τριάκοντα μυριάδων ἀπολειπόμενον, καὶ ταῦτα συνεχέσι τριβομένη πολέμοις, οὐδεπώποτε δὲ μακρᾶς καὶ βεβαίας εἰρήνης ἀπολελαυκυῖα.
