The (unglossed) headword phrase is the first two words of the quotation given. The first of them, in the Greek word-order, is perfect participle (masculine nominative singular) of παρίστημι ; for this sense of it see LSJ s.v., B.VI.
[1] The quotation, not identified by Adler, is identifiable via the TLG as Polybius 31.6.5, on the consul (of 166 BCE) C. Sulpicius Gallus. The Suda's 'him' is actually specified there as 'Eumenes', i.e. king E. II of Pergamum.
