Both forms are passive. The compound verbs in the active, literally 'to go beside (and outside) the law' (pi 283, and cf. e.g. gamma 13, gamma 355, epsilon 1291, epsilon 1864), take direct objects; they were translated into Christian Latin as transgredior, hence our transgress.
