Comica adespota fr. 556 Kock (as far as 'Caria'), but not in K.-A.; Apostolius 14.51. Thus 'and the siege of Halicarnassus' looks like an addendum.
If the generals concerned are Athenian, the jibe could refer to Athens' loss of control of coastal Caria -- SW Turkey, in present-day terms -- during the final phase of the Peloponnesian War; however, no siege of Halicarnassus is known before the famous one by Alexander the Great in 334 BCE.
