Meaning, it is not possible for it to be otherwise than as he has said. This, he is saying, has been altogether decided, and I would not allow you to do anything else. Aristophanes [sc. writes this]. It is not possible for it to be otherwise than to go up into heaven.[1]
"There was nothing of what had been proposed to which he was not ready to agree, not because he was going to abide by [the agreements], but so that he could obtain some relief from the present circumstances."[2]

Notes:
[1] Aristophanes, Peace 110 (web address 1), with fuller scholion: Trygaeus has made up his mind to ride the dung-beetle to heaven.
[2] Adler tentatively attributed this quotation to Damascius, and it is now indeed Damascius, Life of Isidore fr. 392 Zintzen (under fragmenta dubia et incertae sedis). Nevertheless its provenance and application remain mysterious: the first clause (i.e. as far as sunqe/sqai) occurs also in a passage of Xiphilinus' epitome of Cassius Dio (S231 Dindorf-Stephanus), where it refers to the Dacian king Decebalus (delta 189), opponent of Trajan; and the whole sentence is in the Excerpta De Legationibus made for Constantine Porphyrogenitus (p. 426 de Boor), with that same application.
