The quotation itself, consisting of a string of appositional accusative phrases in a dactylo-epitritic meter, must be a fragment of a longer statement, probably from choral poetry -- cf. pi 3092 where the abridged gnomic statement (in the nominative) δίκη μεταποίνιος occurs. The source of the quotation is unidentifiable. (Adler attributed it to Aelian, but on no discernible basis.) Apart from these two entries the word is unattested elsewhere.
