[1] Quotation not identified by Adler but identifiable via the TLG as a phrase from Gregory of Nazianzus, Orations 16 (PG 35.961.7-8); read ὀρίοις "limits" for the Suda's ὅροις "decrees".
[2] Eumenes, king of the Macedonians, epsilon 3579. This quotation has been attributed to Polybius (as fr. 169, with the name Eumenes as a gloss there). Adler prefers Cassius Dio or Diodorus. (The latter has an instance of the idiom πολλὰ μεμψάμενοι : 24.12.3.)
