Εἶτ' ἐφ' ὕδωρ κακός: ἐπὶ τῶν δυσκληρούντων ἡ παροιμία εἴρηται. ἐν γὰρ τοῖς δικαστηρίοις τὸ φαυλότατον ἔργον ἦν ὕδωρ διαμετρεῖν τοῖς δικαζομένοις. ἐγένετο δὲ τοιοῦτος ὁ ἀπόκληρος.
