Herodotus says, concerning the Persians, that they deliberate in this manner: if they were to introduce something when sober, they deliberate about this when drunk; but what they might introduce drunk, they validate when sober.

Εἰσηγήσαιντο: Ἡρόδοτός φησι περὶ Περσῶν τοῦτον βουλεύεσθαι τὸν τρόπον. εἰ μὲν οὖν εἰσηγήσαιντό τι νήφοντες, βουλεύεσθαι περὶ τούτου ἐν μέθῃ: εἰ δὲ εἰσηγήσαιντο ἐν μέθῃ, τοῦτο κυροῦν νήφοντας.
