The phrase is attested only in paroemiographers (Zenobius 3.88, Apostolius 8.4) and lexicographers. The implied etymology of the adjective is uncertain (see LSJ s.v. at web address 1); perhaps, despite the omicron spelling, connected not with mu 1193 (etc.) but with mu 1323/mu 1324.
