[1] This is simply the neuter singular form of the headword, which is either neuter plural or feminine singular (as is tolmhte/a coming up). The point is that verbal adjectives of obligation in -te/os occur more frequently in the neuter singular in impersonal construction, whereas Thucydides likes to make them agree with with the subject of the verbal idea inherent in the adjective.
