Strictly speaking one says 'to refrain' when there is a storm at sea and [the sailors] draw in the riggings and ride just where they are, without trying to fight against the wind. Thus it is spoken metaphorically in reference to the chariot, in that he did not go all out but let loose the flood of the horses[3] and drove them with a light touch.
