The city in question -- present-day Niksar -- is more commonly known as Kabeira, in Pontus (modern Turkey). Its names included Cabira/ Neocaesarea/ Diospolis/ Sebaste/ Hadriane/ and presumably from this entry, Hadrianopolis.
