[1] In the Lexica Segueriana (De syntacticis) the verb is "he reported". But both misquote Demosthenes 19.198, which has Diophantus in the nominative (web address 1): "Diophantus reported among you what I will now compel him to give witness about".
There is nothing unusual about the syntax here: the dative expresses who is witnessed to (although here the dative is with the preposition e)n), the accusative (a(/) expressed what is witnessed.
