[2] Quotation (transmitted, in Adler's view, via the Excerpta of Constantine Porphyrogenitus) unidentifiable. Adler notes that the Dutch scholar Tiberius Hemsterhuis (1685-1766) attributed it to Polybius (who has several instances of the headword adjective, including pi 2932). She also reports a textual discrepancy in its second clause: four of the mss have 'to deceive [a)pata=n] the enemy', but 'to meet' (ms A), a difference of one letter in the Greek, does look better.
