Literally it means 'housed adjacent', which the scholiast seems to think implies too small a scale for discussing neighboring cities. For the scholiast's preferred option 'coterminous' see omicron 280. Interestingly Hesychius pi3845 glosses the headword with oi)kei=os ('familiar', 'related'), a form of the adjective that the current commentator uses to critique Thucydides' word choice (translated here as 'more suitable').
