See also kappa 1544, kappa 1546. The present entry has the same definition as in Hesychius kappa2562, though Hesychius has the grammatically correct ἐφ' ᾧ . This definition distinguishes the herald's wand (LSJ s.v. I) from the place he proclaims on (LSJ s.v. III, which attributes this sense only to the lexica, and thinks this is a stone).
Herodian, De Prosodia Catholica vol. 3,1. p. 375, distinguishes a κηρυκεῖον "with a single gender and appelative (= noun)" from an adjectival and proper noun κηρύκειον --- which should mean that the herald's wand is κηρυκεῖον . That is clearly not so, but the context of the discussion is nouns for locations, so a similar distinction between wand and location may have been intended instead.
