Abstract: In most voting systems, the voter's participation ends after             
casting a ballot. There is usually no guarantee that the voter's intent            
has been accurately captured; there is rarely any sort of guarantee that           
the declared tally corresponds to the votes cast. It is not surprising,            
then, that claims abound of ballot stuffing and vote rigging. We                   
consider cryptographic and non-cryptographic techniques for ensuring               
that votes are cast as intended, and counted as cast.
