In this passage the verb a)rrhfore/w occurs in the imperfect h)rrhfo/roun, where the initial eta could be the augmented form of either alpha or epsilon (see web address 1) -- hence the issue discussed here; cf. epsilon 3081, and e.g. Herodian 2.479.3.
