Dear Friends: I believe that CIS 2004 is a successful event, with most speakers having presented their work. I would like to especially thank several speakers who were struggling to present their papers due to their difficulty in spoken English. The emphasis on "participation" over "publication" was upheld at CIS 2004 by almost 200 attendees. The only disappointing thing of the conference was that several session chairs did not show up to "chair" their sessions. This is a real shame, compared to the students who overcame various difficulties to attend and present their research work at CIS 2004. We have arranged four journal special issues for accommodating excellent papers from CIS 2004 authors and attendees. Please note that these journal special issues accept and publish FULL length articles. The papers can be full version papers of your CIS 2004 proceedings papers or any other papers, but NOT the exact version of the proceedings papers. Please submit your papers to the appropriate guest editors directly. (The editors will NOT choose papers from the CIS 2004 proceedings automatically, you must submit your papers). 1.)
